Hallandale Beach requires an annual vacation rental license for each unit rented for less than 30 consecutive days, filed through the City's Certificate of Use program. Licenses expire every September 30, are renewed each year and do not transfer when a property is sold. The application asks for a Florida DBPR license, Florida Department of Revenue and Broward County Tourist Development Tax registrations, and Broward County and City business tax receipts. Ordinance 2023-003 also requires a rental agent reachable 24/7 who can be at the property within 60 minutes (Sec. 7-474), a noise-sensing device that alerts the agent and a landline that can call 911 (Sec. 7-476), all guest parking on the property (Sec. 7-477), and an overnight limit of 2 people per sleeping room, with up to 4 children under 13 exempt (Sec. 7-479). The home is inspected before the first certificate and every year after that (Sec. 7-481).
State law limits how far cities can restrict vacation rentals (Fla. Stat. 509.032), but that limit applies to local governments, not to condo associations or HOAs. If your home is in a condo or HOA community, check its minimum stay and approval rules first.
